Choose Low Rank
Start a Low Rank quest or expedition and look for Kelbi, beginning in Shrine Ruins areas 11 and 13. If they are absent, check nearby areas or start another expedition.
Defeat and carve the Kelbi. Its Low Rank body-carve table lists Warm Pelt ×1 at 45%. This is a carve chance, not a guaranteed drop or a horn reward.
Why the same monster gives a different pelt

When farming Warm Pelt, moving to a higher rank changes the material you are targeting. Check the quest rank before repeatedly hunting the same monster.
Using it for a sub-camp
The second Frost Islands sub-camp request needs Warm Pelt ×2, alongside Monster Bone S ×4. High-quality Pelt and Prized Pelt do not replace Warm Pelt in that request.
Check the item name in your rewards or inventory. Several carves without a pelt can happen; 45% does not guarantee one every two Kelbi.
