A High Rank Kelbi route
Choose a High Rank quest or expedition, then look for Kelbi in Shrine Ruins areas 11 and 13. Defeat and carve them, checking the reward name for High-quality Pelt.

For High-quality Pelt specifically, the High Rank Kelbi carve chance is higher than its Master Rank chance. Access to Master Rank does not make that rank the better choice for this material.
High Rank Anteka also provide a source at 18%, but the Kelbi route above gives you a straightforward place to begin.
If you keep getting the wrong pelt
Check the task’s rank. Low Rank Kelbi are the route for Warm Pelt, while Master Rank mainly changes the reward to Prized Pelt.
A 45% chance does not guarantee one pelt from two carves. Repeat the correct rank rather than switching ranks after a short unlucky run.
